WWB and FOVISEE together with the Municipality of Bariloche and a group of partners develop the weatherization program called “Sustentabilizar Hogares”.
The first step of the program, given in 2016, was building the ecosystem in Bariloche (Patagonia, Argentina) for a weatherization pilot project. Among the stakeholders, the project counted with Citi Foundation, Fundación Avina, Social Development National Ministry, Community Housing Partners (CHP) and CAF, among others.
Capacity building followed, with training of a group of local government officials. For this first training sessions, weatherization expert and training Andrew Woodroff flew from Virginia, US, to Buenos Aires and Bariloche.
Monthly training followed through WWB’s team in Argentina and around 2-3 visits per year from US weatherizers.
Next step of the pilot project was auditing the sustainability level of a sample of 100 low-income homes. After the audits, the retrofits crews weatherized the 100 homes sample. And then again, auditing to measure impacts and results took place.
After the results evaluation, the project became a program when the local government decided that every home improvement by the Municipality should adopt the weatherization methodology. In this “Program Stage”, weatherization is about to reach thousands of persons in Bariloche.
